The a is short and bright, like the a in "cat."
In the plural kilāb, stress and lengthen the second vowel: ki-LAAB.
Gulf chalb starts with the ch of "church"; Moroccan kelb has a short, clipped e.

Standard (MSA)Using it like a local
Calling someone كلب (kalb) is a real insult, not playful teasing. يا كلب (ya kalb, "you dog") and ابن الكلب (ibn il-kalb, "son of a dog") are fighting words in every dialect, and كلبة (kalba) aimed at a woman is worse. Learners should recognize these phrases in films and on the street, but avoid them entirely.
In Islamic tradition, dogs are permitted for guarding, herding and hunting. Most schools of law consider a dog's saliva ritually impure, so many Muslims prefer not to keep dogs inside the home, while the Maliki school takes a more lenient view. Kindness to dogs is praised: a hadith in Sahih al-Bukhari tells of a man forgiven for giving water to a thirsty dog, and the Quran mentions the loyal dog of the Companions of the Cave, وَكَلْبُهُم بَاسِطٌ ذِرَاعَيْهِ بِالْوَصِيدِ, "and their dog stretching its forelegs at the entrance" (18:18).
Attitudes vary a lot. Pet dogs are increasingly common in Beirut, Amman, Cairo and Dubai, while in the Gulf the saluki has been a prized hunting companion for centuries and still appears at heritage festivals.
